Modern apartments, villas and townhouses are being built all along the Costa del Sol, but choosing between them isn't simply about comparing floor plans and swimming pools.
Location, developer, construction stage, orientation, future surroundings, payment schedule and expected completion can make two seemingly similar developments very different purchases.

What "new development" actually means
“New development” does not necessarily mean a home that is already built and ready to move into.
On the Costa del Sol, the term usually refers to a residential project being sold directly from a developer. Depending on when you discover it, the project may be at a very different stage, and that can affect not only when you can move in, but also the price you pay and the choice of homes available.
Off-Plan
The development is being sold before construction is complete, and sometimes before building has even started.
At this stage, buyers normally choose from floor plans, specifications and computer-generated images rather than a finished home. Early phases may sometimes be launched at lower prices to generate initial sales, and buying early can give you a wider choice of units, orientations and layouts. The trade-off is that you are making your decision with less to physically see and may be waiting several years for completion.
Under Construction
Building work has started, making it easier to understand the actual setting, position of the buildings and progress of the project.
By this stage, some of the most attractive or best-priced units may already have been reserved. Developers may also increase prices as construction advances or new sales phases are released. On the other hand, you are taking on less waiting time and can see much more of what you are buying.
Completed or Key Ready
The development is finished and certain homes are still available directly from the developer.
You can see the actual property, understand its views, light and surroundings, and usually complete much sooner. Prices are not necessarily lower simply because the development is finished. Remaining homes may be priced above the original launch prices, although occasionally developers may also have incentives or particular units they are keen to sell.
Why buyers choose a new-build
There are good reasons new-builds are popular here, and we'll be straight about all of them.
Modern everything. Current build standards, better insulation and energy efficiency, contemporary layouts, and the kind of finishes and communal facilities (pools, gyms, gardens, parking) that older stock often lacks.
Nothing to redo. No renovation, no inherited problems. You're the first owner.
Payment in stages (off-plan). Rather than paying all at once, you pay in instalments as building progresses, which can spread the cost over the construction period.
Warranties. New-builds come with structural and build guarantees that resale homes don't.
Where the compromises are
Every new-build advantage has another side. A good advisor tells you both.
You're buying something that isn't there yet. With off-plan especially, you're trusting plans and a developer's track record. Show homes and renders show the best version.
Timelines move. Construction dates in a brochure are targets, not guarantees. Delays happen. Build this into your plans, not just your hopes.
The community isn't built yet. New developments can take time to fill. The finished-photo lifestyle - full pools, mature gardens, neighbours - may be a few years away.
Different tax. New-builds are taxed differently from resales, which changes your total cost. It's worth knowing before you fall for a show home. (We explain this fully in our buying guides.)
None of this is a reason to avoid new-builds. It's a reason to go in with clear eyes.

Buying a New-Build or Off-Plan property
Buying a home before it is completed is different from buying a resale property.
You may reserve your home months or even years before completion, with payments made in stages as the project progresses. That makes it especially important to understand the developer, licences, guarantees, specifications, payment schedule and expected completion date before you commit.
